The man the world now knows as Chhangur Baba was born Karimulla Shah — a roadside vendor selling rings and amulets on a bicycle in Balrampur’s Utraula town. Approximately 15 years ago, after stints in Saudi Arabia and Mumbai where he forged powerful networks, Karimulla reinvented himself as “Haji Pir Jalaluddin.” He constructed the Chand Auliya Dargah in Madhpur village, began hosting large-scale gatherings attended by thousands — including senior police officials — and built a conversion assembly line that the UP ADG Law and Order later confirmed operated for over 15 years.

15 Years Love Jihad Impunity means this operation survived three complete state government cycles. It survived police transfers, district magistrate rotations, intelligence briefings, and election cycles. A bicycle vendor became a man with 40 bank accounts, ₹100+ crore in foreign transfers, properties in Balrampur, Nagpur, Pune, and a ₹16 crore estate in Lonavala. None of this was invisible. All of it was protected.

The SP-BSP Shield: Vote Bank Calculus (2007–2017)

Between 2007 and 2017, Uttar Pradesh was governed first by BSP under Mayawati (2007–2012), then SP under Akhilesh Yadav (2012–2017). Both administrations operated on a Muslim vote bank calculus where religious conversion networks — which expanded the Muslim electorate — were not threats to be dismantled but assets to be preserved.

Balrampur district sits on the Nepal border, a geography ADG Amitabh Yash specifically flagged as a zone where “demographic changes have been under observation for some time, raising suspicions of a larger conspiracy.” This was not news in 2025. Intelligence inputs about border-district demographic engineering existed for years. Under SP-BSP governments, these inputs were filed and forgotten.

Former BJP MLA Shailesh Kumar Shailu publicly alleged that Balrampur’s administration “was aware of Changur Baba’s activities but did not take action.” UP Cabinet Minister Anil Rajbhar stated the obvious: a network spanning 40 countries with ₹100+ crore in accounts does not escape detection — it receives accommodation. UP Minister Sanjay Nishad made it explicit: “The previous governments may have protected such people.”

Rajesh Kumar Upadhyay: When the Court Itself Became the Weapon

The most chilling dimension of the protection architecture was not police inaction but judicial weaponisation. Rajesh Kumar Upadhyay, a clerk at the Balrampur Chief Judicial Magistrate’s Court, was arrested by UP ATS on July 20, 2025 — the sixth arrest in the case. He faces charges of sedition, fraud, spreading hatred, and violating conversion laws.

What did a court clerk do for a conversion racket? He exploited his position to secure court orders under Section 156(3) CrPC — the provision that directs police to register FIRs — against Hindus who refused to convert. Read that again: the legal system was weaponised to punish Hindus for remaining Hindu. Chhangur Baba seized properties of Hindus who refused conversion and used his court insider to frame innocent people on false charges, ensuring that resistance to conversion carried the penalty of criminal prosecution.

This is 15 Years Love Jihad Impunity operationalised at the most intimate level — where a citizen walks into a court seeking justice and finds the court already captured by the conversion infrastructure. The Saffron Disguise: Fake RSS Identity, PM Modi’s Photo

Chhangur Baba’s most audacious protection mechanism was not bribery but mimicry. Investigators discovered he was appointed General Secretary (Awadh region) of an organisation called “Bharat Pratikarth Seva Sangh” — a name deliberately chosen to sound like an RSS affiliate. The organisation was run by another accused, Eidul Islam, who opened a fake regional centre in Nagpur — the city where RSS is headquartered — to cement the illusion.

The letterhead carried Prime Minister Narendra Modi’s photograph. During meetings with district-level officers, politicians, and mid-level police officials, Chhangur Baba posed as a “nationalist spiritual guru” and routinely dropped the names of top RSS leaders. This was not mere deception. This was counter-intelligence — a conversion mastermind operating inside the trust architecture of Hindu nationalism itself, using saffron branding to disable the very institutions designed to detect him.

The Colluding Bureaucracy: ADM, COs, Inspector, Tehsildars

Investigation by Dynamite News revealed that the rot went beyond one court clerk. Strong indications emerged of conspiracy involvement of an ADM (Additional District Magistrate), two Circle Officers, and one Inspector posted in Balrampur from 2019 to 2024. The STF had already received inputs against some of these officials. Two tehsildars and several revenue personnel also came under the scanner for “having a blindness for Baba.”

This was a layered protection stack: tehsildars enabled land purchases in benami names, revenue officials recorded illegal constructions in Khatauni records, COs ensured complaints were buried, and the ADM provided top-cover. The ED found properties worth ₹63 crore linked to Chhangur, Nasreen, and Naveen — including a ₹4.11 crore property purchase in Balrampur suspected of using illicit funds. None of this was possible without systematic bureaucratic complicity.

Even the escape route was bureaucratised. Hours before arrest, Nasreen (Neetu Rohra) was attempting to transfer land through a “Hibanama” (gift deed) with the help of an associate named Ghulam Rabbani. The transferred land’s value was to be sent to Dubai via hawala. The legal instruments of property transfer — gift deeds, power of attorney, Khatauni entries — were all integral to the racket. Administrative protection did not mean officials doing nothing. It meant officials doing everything, for the wrong side.

The Yogi Breakthrough: What Changed

On July 5, 2025, UP ATS arrested Jalaluddin alias Chhangur Baba and his associate Neetu alias Nasreen. Within days, the ED registered an ECIR under PMLA, bulldozers demolished illegal constructions across an acre of encroached government land, and ED raided 14 locations across UP and Mumbai.

What changed was not intelligence. The intelligence existed for years. What changed was political will. CM Yogi Adityanath described the actions as “anti-social” and “anti-national” and ordered ATS, ED, and potentially NIA coordination. The UP government initiated disciplinary proceedings against state officials suspected of colluding or turning a blind eye.

Gopal Rai of Vishva Hindu Raksha Parishad claimed that when he went to file a complaint at Gomti Nagar Police Station, he was ignored. Women who reconverted to Hinduism through Ghar Wapsi are now receiving death threats via social media and speed post letters. One victim stated plainly: “They wanted to make India an Islamic country by 2047.”
